# EDGE-Approved SEO Agencies in Singapore (2027): Pre-Approved Packages After the PSG Grant

**The EDGE Grant now funds up to 50% of a pre-approved digital marketing package for a qualifying Singapore SME, so a qualifying SME pays about half the listed price for an EDGE-approved SEO package, and the agency you pick decides what that half buys.** The Productivity Solutions Grant (PSG) ceased on 29 September 2026, and from 30 September 2026 new applications go through Enterprise Singapore's EDGE Grant. This guide compares seven SEO agencies with a pre-approved package listed for EDGE support today, shows what each package includes and explains how to apply.

## What Was the PSG SEO Grant, and What Replaced It?

**PSG helped eligible Singapore SMEs fund pre-approved SEO and digital marketing packages, and since 30 September 2026 the same route runs through the EDGE Grant, so your grant-funded SEO now starts with an EDGE application.** Under PSG, businesses engaged pre-approved vendors and chose registered packages with defined pricing and deliverables.

PSG, the Enterprise Development Grant (EDG) and Market Readiness Assistance (MRA) ceased on 29 September 2026. From 30 September 2026, businesses apply for grant support under the EDGE Grant, which covers eight business areas and more than 150 activities. Ongoing PSG, EDG and MRA submissions and projects continue to be processed, and you submit claims on project completion ([Enterprise Singapore, EDGE Grant](https://www.enterprisesg.gov.sg/financial-support/edge-grant)).

## Who Qualifies for Grant-Funded SEO Under EDGE?

**Your business qualifies for the EDGE Digital Marketing activity when it meets five conditions set by Enterprise Singapore, and Enterprise Singapore, not the vendor, decides each application.** The business entity meets all five:

- **Registered** and operating in Singapore.
- **At least 30% ownership,** direct or indirect, by Singapore Citizens or Permanent Residents, determined by ultimate individual ownership.
- **Not** a home-based business.
- **No work started** and no payment or deposit made to a vendor before the application is submitted.
- **No earlier application** for grant support for the same solution.

Enterprise Singapore also sets three project conditions: the solution is used or implemented in Singapore, the cost of the activity is capped at S$10,000, and the project completes within 18 months of approval. Non-SMEs apply too, at up to 30% support. Check your eligibility on [BizSG](https://www.bizsg.gov.sg/) before you shortlist vendors ([Enterprise Singapore, Digital Marketing activity](https://www.enterprisesg.gov.sg/financial-support/edge-grant/automation-and-digitalisation/single-function-solutions/digital-marketing)).

## How Do You Apply for Grant-Funded SEO Now?

**You apply in a fixed sequence that runs from a listed vendor to the Business Grants Portal, so you avoid the one mistake that voids a grant: paying or starting before you apply.**

1. **Prepare** the vendor quotation and a projection of expected cost savings for one year after the project.
2. **Identify** a pre-approved vendor and solution on [IMDA's SMEs Go Digital](https://smesgodigital.gov.sg/web/category/168/digital-marketing) Digital Marketing category.
3. **Obtain** a quotation from the vendor.
4. **Build** your solution package on SMEs Go Digital so it matches the quotation exactly.
5. **Confirm** the package with your company's Corppass account to generate a package reference ID.
6. **Apply** on the Business Grants Portal with that reference ID. Third-party companies are not permitted to apply for or manage the grant for you.
7. **Accept** the Letter of Offer, complete the project and its deliverables, pay in full, then submit your claim.

Enterprise Singapore pays approved claims by PayNow Corporate within 14 working days or by GIRO within up to eight weeks. The grant reimburses you, so your business carries the cash flow until the claim is paid.

## Why Grant-Funded SEO Matters for Singapore SMEs in 2027

**Three shifts make the vendor decision more important this year, and grant support lowers the cost of getting it right.**

**AI search changes where buyers find you.** Google's AI Overviews, ChatGPT, Claude, Gemini and Perplexity answer buyer questions before a buyer reaches the traditional results. Pew Research Center's 2025 study of US users found a search results page with an AI summary led to a click on a traditional result link in 8% of visits, versus 15% without one ([Pew Research Center's 2025 AI summary click study](https://www.pewresearch.org/short-reads/2025/07/22/google-users-are-less-likely-to-click-on-links-when-an-ai-summary-appears-in-the-results/)). In Aemorph's working model, your content now needs clear, declarative answers and third-party evidence that AI systems cite, as well as rankings.

**Doing SEO yourself is harder, not easier.** Free AI writing tools make content cheap, and in Aemorph's view content without a plan behind it does not build rankings. Technical requirements such as Core Web Vitals, structured data and mobile-first indexing take specialist time.

**Grant support halves the entry cost.** A S$10,000 pre-approved package costs a qualifying SME S$5,000 after EDGE support, so the question shifts from whether SEO is affordable to which vendor to choose.

## Twelve Criteria for Choosing a Grant-Funded SEO Vendor

**Twelve criteria separate the SEO engagements that bring you leads from the ones that only produce reports.**

1. **Keyword coverage.** Ask for the total number of keywords in the package, how they are tiered, how they are chosen and what "ranking" means in the vendor's KPI.
2. **Content depth.** Ask how many pieces the package includes, whether they are grouped into topic clusters, who writes them and how briefs are built.
3. **Technical SEO.** Ask whether the package starts with a technical audit and covers structured data, mobile performance and Core Web Vitals, and who implements each fix.
4. **Link building.** Ask which link sources the vendor uses, how many links the package includes, whether it follows [Google's spam policies](https://developers.google.com/search/docs/essentials/spam-policies) and for a sample of past placements.
5. **Reporting.** Ask for a sample monthly report and whether you get direct access to the ranking data.
6. **Current listing.** Ask for the package name as listed on SMEs Go Digital today, not its former PSG listing, and check it yourself.
7. **Case studies with numbers.** Ask for a named client in your industry with traffic before and after, keyword rankings and dates. For example, Aemorph's [Casa Dental](https://aemorph.com/en-sg/case-studies/casa-dental/) engagement grew organic traffic 94% in 10 months, from 3,641 monthly organic visits in March 2023 to 7,074 by January 2024, and top-three keyword rankings 88%, from 69 to 130 (Ahrefs).
8. **Language and regional reach.** If you serve buyers in Chinese, Malay, Tamil or other languages, ask which languages the vendor writes in and how it implements hreflang.
9. **Industry experience.** Healthcare, financial services and legal businesses work within advertising rules from their regulators, so ask for case studies in your industry.
10. **Contract and exit terms.** Ask the term, renewal price, notice period and whether you keep the content, links and report data when the engagement ends.
11. **Team continuity.** Ask who your account manager is for the whole term and who covers when they are away.
12. **Independent reviews.** Read Google reviews, especially the one to three star reviews, alongside the vendor's own testimonials, and check reviews on SMEs Go Digital, which shows verified reviews from SMEs that used each solution.

## Grant-Funded SEO Compared With Other Digital Marketing Work

**SEO, search ads, social media marketing and website work solve different problems, so match the work to the bottleneck in your business before you choose a package.**

| Area | What it covers | Grant route under EDGE | Best for | Typical payoff |
| --- | --- | --- | --- | --- |
| SEO | Keyword research, content, technical SEO, links | Digital Marketing activity | Building organic search visibility that keeps earning | Builds over months |
| SEM (search ads) | Paid placement in Google search results | Digital Marketing activity | Immediate lead flow while SEO builds | From campaign launch |
| Social media marketing | Paid and organic social campaigns | Digital Marketing activity | Brand and audience building | From campaign launch |
| Online shop | Selling products online with payments | E-Commerce, Online Shop (B2C) activity | Businesses starting to sell online | From launch |

*Digital marketing areas and their EDGE routes. Sources: IMDA SMEs Go Digital, Digital Marketing category description; Enterprise Singapore, Single-function Digital Solutions, October 2026.*

Many vendors offer more than one area. A common sequence for a new business is website first, then SEO, then content, and each grant-funded solution is a separate application.

## Three Questions That Narrow Your Shortlist

**Three questions cut the vendor list fastest, because each one ties the vendor's strength to your business goal.**

**What is your primary KPI?** For the widest visibility across your category, favour vendors with higher keyword coverage. For leads from a focused set of buying-intent searches, keyword selection matters more than keyword count. For technical site health, favour vendors that lead with technical SEO.

**How regulated is your industry?** Healthcare, aesthetics, financial services and legal businesses need a vendor that knows their advertising rules. Ask for case studies in your industry, because general experience does not substitute.

**What is your starting point?** A sound site with existing content needs content strategy and links. A technically broken site needs technical SEO first. A new site needs content production and a topic plan.

## The Seven EDGE-Approved SEO Vendors at a Glance

**Seven vendors that were PSG-approved for SEO still list a pre-approved SEO package on IMDA's SMEs Go Digital today, so each one qualifies for EDGE support, and their packages differ mainly in term, keyword scope and the channels bundled with SEO.** Vendors are listed alphabetically after Aemorph's own entry. Every fact in the table comes from the vendor's listing on SMEs Go Digital.

## Aemorph

**Aemorph offers four pre-approved 3-month packages under EDGE, each listed at S$10,000, so a qualifying SME gets SEO or AI optimisation work for an estimated S$5,000 after the grant.** Aemorph was a PSG pre-approved vendor, listed as DM Aemorph Digital Marketing Booster Packages, and the same packages are listed on IMDA's SMEs Go Digital as solution 20250249 under the vendor entity Good Vibes Only Pte. Ltd.

**Best for:** Singapore SMEs that want SEO, AI visibility and optional search ads from one grant-funded package, and larger businesses that continue into Aemorph's monthly engagements.

**Not ideal for:** single-location businesses targeting a handful of keywords, where a 30 to 60 keyword package is more than you need.

See the [PSG SEO service](https://aemorph.com/en-sg/services/psg-seo/) for how Aemorph runs the packages under EDGE.

## 33 Degrees

**33 Degrees lists one SEO package for EDGE support, a six-month SEO and content marketing package, so you get a longer term than the three-month packages for the same S$10,000 list price.**

- Packages with SEO: SEO and SEM; SEO and GEO; each 3 months, S$10,000 before the grant, estimated grant S$5,000

## A Decision Framework for Your Shortlist

**Use the matrix to cut the seven vendors to two or three for scoping calls, so you spend your time only on packages that fit your bottleneck.**

| Question | If yes, shortlist | Listing fact behind it | What to ask in scoping |
| --- | --- | --- | --- |
| Do you want search ads alongside SEO? | Aemorph, Impossible Marketing, MediaOne, OOm, Rogue Digital | An SEO and SEM package is listed | How ads and SEO share keyword data |
| Do you want AI visibility in the same package? | Aemorph (AIO packages), Impossible Marketing (AI SEO), MediaOne (SEO and GEO), OOm (SEO and GEO) | An AI or GEO package is listed | Which AI chats and prompts are tracked, and how |
| Do you want content marketing with SEO? | Aemorph, 33 Degrees, GENIA, Impossible Marketing, Rogue Digital | An SEO and content package is listed | How many pieces, and who writes them |
| Do you prefer a three-month term? | Aemorph, GENIA, OOm | The listed term is 3 months | What happens after the term ends |
| Do you prefer a six-month term? | 33 Degrees, MediaOne, Rogue Digital | The listed term is 6 months | What the vendor commits to by month three |
| Are you in a regulated industry? | Vendors with named case studies in your industry | Not shown in listings | Named case studies in your sector |

*Listing facts from IMDA SMEs Go Digital, read 21 October 2026.*

## Guidance by Buyer Role

**Each person on your side weighs a different risk, so brief each one on what to test.**

**Founder or business owner:** weigh revenue impact and contract simplicity. Favour named, quantified case studies in your industry over general claims.

**Marketing manager or head of growth:** weigh reporting quality, KPI alignment and responsiveness. Favour direct access to ranking data over PDF-only reports, and test responsiveness during scoping as an early signal of how the engagement runs.

**IT lead or web developer:** weigh technical depth and handover. Favour vendors that give a written technical audit and say which fixes they implement and which your team implements.

## Trade-Offs to Settle Before You Sign

**Four trade-offs come up in nearly every scoping conversation, and settling them up front saves you friction later.**

**Coverage against depth.** A vendor covering 90 keywords gives each one less attention than a vendor covering 30. Focused buying-intent targets favour depth; wide-net visibility favours coverage.

**Speed against durability.** Speed-first vendors aim for results in three to six months. Strategy-first vendors work on longer cycles and build authority that holds against new competitors.

**SEO-only against integrated.** SEO-only work keeps attention on organic search, and you coordinate ads and web work separately. Integrated work cuts coordination, and a vendor recommending more ad spend also earns from that recommendation.

**Package term against payoff.** Pre-approved packages are fixed in scope and term, such as Aemorph's 3-month packages, and SEO compounds over longer periods. Plan what happens after the package ends before you start.

## Choosing Your Shortlist

**The seven vendors differ most in what they pair with SEO and how long the package runs, so the package that matches your bottleneck is the one to shortlist.** SEO with search ads suits a business that needs leads while rankings build (Aemorph, Impossible Marketing, MediaOne, OOm, Rogue Digital). SEO with AI visibility suits a business whose buyers ask ChatGPT, Gemini or Perplexity before they search (Aemorph, Impossible Marketing, MediaOne, OOm). SEO with content suits a site that needs more pages to rank (Aemorph, 33 Degrees, GENIA, Impossible Marketing, Rogue Digital).

From a shortlist of two or three, the scoping call becomes the final filter. Ask each vendor for named case studies in your industry, a sample monthly report and its view on the trade-offs above. In Aemorph's view, a vendor that states the trade-offs plainly in scoping shows you how it runs the engagement.

## Questions About PSG, EDGE and SEO Vendors

**The answers below cover the PSG end date, EDGE support and what to check before you engage a vendor.**

### Is the PSG SEO grant still available in Singapore?

**No: PSG ceased on 29 September 2026, and from 30 September 2026 new applications go through the EDGE Grant.** Ongoing PSG submissions and projects continue to be processed, and approved projects claim on completion.

### What was a PSG-approved SEO vendor?

**A PSG-approved SEO vendor offered a pre-approved solution package under the Productivity Solutions Grant, with set scope, pricing and deliverables.** Under EDGE, the equivalent is a pre-approved solution listed on IMDA's SMEs Go Digital.

### Is a former PSG-approved SEO agency still an option?

**Yes: PSG approval concerned grant support, not whether an agency provides SEO, so you engage any agency commercially.** For EDGE support, the vendor's package is listed on SMEs Go Digital and you apply before you pay or start.

### What happens if I already have an approved PSG SEO project?

**Your approved PSG project continues under its approved terms, and you submit your claim after the project is completed.**

### How do I compare former PSG-approved SEO vendors?

**Compare keyword strategy, content, technical SEO, links, reporting, industry experience, regional reach and contract terms, and confirm each vendor's current listing.** Former PSG approval gives history; the vendor's current package decides what you get.

### Does EDGE provide the same funding as PSG?

**EDGE support varies by activity: across EDGE, SMEs receive up to 70% and non-SMEs up to 50%, and for the Digital Marketing activity that covers SEO it is up to 50% for SMEs and up to 30% for non-SMEs.** Total EDGE support is capped at S$100,000 a year across all activities, refreshed on 1 April, and automation and digitalisation support counts towards S$30,000 of that cap.

For how the grant worked, read [the PSG Digital Marketing Grant explained](https://aemorph.com/en-sg/guides/psg-digital-marketing-grant/).
