# Link Building Outreach in Singapore: Earning Links by Email Within Google's Rules and the Spam Control Act

**For a Singapore business, link building outreach is a series of individual emails to the editors of relevant Singapore and regional publications, each pointing to a resource on your site that improves a page they have already published, and each kept within Google's link spam policies and the Spam Control Act 2007.** Outreach is the step in off-page [SEO](https://aemorph.com/en-sg/glossary/#seo-search-engine-optimisation) where you ask for the link rather than wait for it. Google treats links as a sign of relevance and as a way to discover pages, and the AI chats Singapore buyers now ask, ChatGPT, Claude, Gemini and Perplexity among them, read the same third-party pages when they compose an answer. This guide covers what outreach is, the Singapore rules around it, which links Google counts, what earns a link, how to find Singapore prospects, how to write the email, the email rules, measurement, AI answers and the outreach advice that no longer holds.

## What Is Link Building Outreach for a Singapore Business?

**Link building outreach is an email to the person responsible for a relevant page, showing them a resource, figure or fix on your site that serves their readers better than what the page offers today.** Google says it uses links both to judge how relevant a page is and to reach pages it has not yet crawled, so one link from a page Singapore readers already use on your subject earns value twice. Aemorph runs link building as one strand of the [LLM Influencer System](https://aemorph.com/en-sg/glossary/#llm-influencer-system), alongside technical, on-page and content work, never on its own.

| Outreach approach | What the editor receives | Why they link | Standing under Google's rules | Where it fits Singapore sites |
| --- | --- | --- | --- | --- |
| Stronger-resource pitch | A guide, tool or dataset that outperforms the source they cite | Readers get a better reference | Low, with no fee or swap attached | Industry blogs and resource pages |
| Broken-link fix | A live page to replace a link that now errors | The article works again | Low | Older association and trade articles |
| Linking an existing mention | A request to link a mention of your business | Readers reach the business named | Low | News coverage and review sites |
| Expert input | A quote, figure or comment for a story in progress | The writer gains a Singapore source | Low | Business press and trade titles |
| Contributed piece | An article written for their audience | They publish content their readers want | Moderate: guest posts with optimised anchors are listed as link spam | Titles that accept contributors |
| Reciprocal or paid link | A return link or a fee | A deal, not an editorial judgement | High unless the link carries rel="sponsored" or rel="nofollow" | Not for ranking credit |

*Outreach approaches checked against Google Search Central's spam policies and link best practices, October 2026.*

### Is outreach the same thing as email marketing?

**Outreach differs from email marketing: an outreach email is written to one editor about one published page, whereas email marketing sends campaigns to subscribers.** Aemorph carries out link building outreach as part of its SEO work and does not run email marketing, newsletters or subscriber campaigns for clients. Singapore's Spam Control Act targets unsolicited commercial messages sent in bulk, and the email rules section below sets out where outreach sits against that law.

## Which Singapore Rules Shape Link Building Outreach?

**Four Singapore frameworks touch outreach: the Spam Control Act 2007 for commercial email sent in bulk, the Personal Data Protection Act for the contact records you keep, the Do Not Call provisions for messages to Singapore phone numbers, and the Singapore Code of Advertising Practice for any paid placement.** Google held 92.16% of Singapore searches in September 2026 and Bing 4.53%. Ahrefs shows Singapore searchers typing the broad term, "link building", 300 times a month (KD 71), while "link building strategies" draws 40 and "guest posting" 30.

| Framework | Overseen by | Relevance to outreach | Practical step | Further reading |
| --- | --- | --- | --- | --- |
| Spam Control Act 2007 | Infocomm Media Development Authority | Unsolicited commercial messages sent in bulk carry labelling and unsubscribe duties | Keep outreach individual; a bulk send needs `<ADV>` and an unsubscribe address | This guide |
| PDPA data protection provisions | PDPC | Business contact information sits outside these provisions | Keep records to the editor's name, role and published work address | [PDPA and Do Not Call guide](https://aemorph.com/en-sg/guides/pdpa-dnc-marketing/) |
| PDPA Do Not Call provisions | PDPC | Covers calls, texts and faxes to Singapore numbers, not email | Check the registry before any follow-up call or text | [PDPA and Do Not Call guide](https://aemorph.com/en-sg/guides/pdpa-dnc-marketing/) |
| Singapore Code of Advertising Practice | ASAS | Advertising is to be legal, decent, honest and truthful | Disclose a paid placement and ask for rel="sponsored" | [ASAS advertising code guide](https://aemorph.com/en-sg/guides/asas-advertising-code/) |
| Google spam policies and Gmail sender guidelines | Google | Paid or keyword-anchored links break policy; senders authenticate their mail | Earn links, mark paid ones, set up SPF, DKIM and DMARC | This guide |

English is the language most frequently spoken at home by 48.3% of residents aged five and over, according to the 2020 Census, so a pitch to a Chinese, Malay or Tamil title lands better with an asset written in that title's language than with a translated note.

## Which Links Does Google Count, and Which Count as Link Spam?

**Google treats a link as spam when its main purpose is to manipulate rankings, and its policies list paid links that pass ranking credit, excessive link exchanges, links made by automated programs and keyword-rich anchors in guest posts or press releases.** Paid placements remain ordinary advertising, and Google says they stay within policy when the link is marked rel="sponsored" or rel="nofollow". The question for every pitch is whether the editor adds the link with no payment, swap or favour involved.

| Practice | Google's view | Policy area | Alternative for a Singapore site | Standing in 2026 |
| --- | --- | --- | --- | --- |
| Paying for a link that passes ranking credit | Link spam | Link spam | Pay for the placement and have the link marked rel="sponsored" | Breaks policy |
| Swapping links at scale | Link spam when excessive | Link spam | Link out only when it helps your readers | Breaks policy |
| Contributed articles with keyword anchors | Link spam | Link spam | Write for the audience and let the editor pick the anchor | Breaks policy |
| A link a contract demands without letting the publisher qualify it | Link spam | Link spam | Let the publisher mark it rel="sponsored" or nofollow, or credit the partner without a link condition | Breaks policy |
| Content placed on a strong host mainly for its ranking signals | Site reputation policy | Site reputation | Pick publishers whose editors oversee the content | Breaks policy |
| An editor choosing to cite your page | A normal editorial link | Link best practices | Nothing to change | Within policy |

*Google Search Central, spam policies (updated 28 August 2026) and qualify outbound links (updated 10 December 2025).*

Google introduced rel="sponsored" and rel="ugc" next to rel="nofollow" in September 2019 and treats all three as hints about which links to consider, and since 1 March 2020 nofollow has also been a hint for crawling and indexing. A sponsored link on a relevant Singapore title passes no ranking credit, yet it still sends readers and still names your business.

### How does the site reputation policy apply to paid articles on Singapore titles?

**Google's site reputation policy covers third-party content hosted mainly to ride on the host site's established ranking signals, so a paid article placed on a respected Singapore title only to borrow its authority falls foul of the policy.** Google's reviewers judge whether the host contributes enough input, editorial oversight or contribution for the piece to belong to the site. Google first launched the policy under the name site reputation abuse.

## What Earns a Link From a Singapore Publisher?

**A Singapore publisher links to a page that hands its readers something it does not have: Singapore data, a clear account of a local rule or grant, a working tool, a named expert or a replacement for a dead link.** Google wants anchor text that is descriptive, concise and relevant to both pages, and it counts keyword stuffing in anchors as a spam policy breach. The quality of the asset settles the outcome before the email goes out. Aemorph's guide to [SEO copywriting](https://aemorph.com/en-sg/guides/seo-copywriting/) covers writing page copy that ranks in Google and persuades the reader.

| Asset | Why a Singapore editor links | Effort | Usual publisher | How to measure it |
| --- | --- | --- | --- | --- |
| Singapore survey or market data | A local figure strengthens their article | High | Business press and trade associations | Referring domains to the data page |
| A clear explainer of a Singapore rule | It answers a question readers bring to the publication | Medium | Industry blogs and professional bodies | Links from pages on the same rule |
| A free tool set up for Singapore figures | Readers keep coming back | High | Resource lists and how-to features | Links and return visits |
| A named expert for comment | A local voice adds authority | Low | Business and trade journalists | Mentions with and without links |
| A replacement for a broken reference | The page is whole again | Low | Older articles with dead links | Links won per email |

*Assets that earn Singapore links, Aemorph's practice, October 2026.*

Aemorph's [off-page SEO guide](https://aemorph.com/en-sg/guides/off-page-seo/) runs through ten tactics from digital PR to directory listings, and the [anchor text guide](https://aemorph.com/en-sg/guides/anchor-text/) explains how a link's wording affects it. Outreach sits behind most of those tactics.

## How Do You Find Singapore Outreach Prospects?

**Strong Singapore prospects are pages that rank for your subject, already link to resources like yours and publish an address for contributions, corrections or editorial enquiries.** Google names low-quality directory and bookmark links among its link spam examples, so a focused list of relevant Singapore and regional pages beats a long list of high-authority sites with no connection to your subject.

1. **Search the questions your asset answers.** Run the searches from Singapore and record the articles and resource pages that appear.
2. **Run a backlink gap check.** In Ahrefs, list the sites linking to two or more Singapore competitors and not to you.
3. **Collect dead outbound links.** Ahrefs reports broken links on relevant pages, each a chance to offer your page instead. Aemorph's guide to [404 errors](https://aemorph.com/en-sg/guides/404-errors/) sets out which status code or redirect each missing page needs.
4. **Track down unlinked mentions.** Search your business name on Singapore news, association and review sites.
5. **Use the publisher's own contact.** Take the editorial or contributions address the title publishes on its site.
6. **Note why each page fits.** One line on what your page adds becomes the opening of the email.

| Source | What it surfaces | Tool | Good-fit sign | Warning sign |
| --- | --- | --- | --- | --- |
| Competitor backlink gap | Sites linking to rivals and not to you | Ahrefs Link Intersect | They already link on your subject | A price list for links |
| Dead outbound links | Broken references on relevant pages | Ahrefs Broken links report | Your page is a clean replacement | A page no one updates |
| Unlinked mentions | Coverage naming you without a link | Google search, Ahrefs Content Explorer | The writer already picked you | Syndicated copies |
| Singapore resource pages | Lists of recommended guides and tools | Google search | The page is built to link out | Lists that sell places |
| Journalist call-outs | Writers looking for Singapore sources | Newsroom and contact pages | A named story under way | A fee to be quoted |

*Singapore prospecting methods, Aemorph's practice, October 2026.*

Each address comes from the publisher's own site, collected by hand. The Spam Control Act defines address-harvesting software, software designed or marketed to search for and collect electronic addresses, and outreach has no use for it.

## How Do You Write an Outreach Email Singapore Editors Answer?

**A Singapore editor answers an outreach email that names their article, explains in one sentence what your page adds for their readers, says who you are and how to stop further emails, and asks once without setting the anchor text or concealing a payment.** Singapore editors and journalists receive a steady flow of pitches, so a short, specific note from someone who has read their piece gets noticed. Each email is written for one person and one page.

1. **Keep the subject line truthful.** Name the article or topic; never "Re:" on a first email.
2. **Start with their article.** Give its title and the section your resource fits.
3. **State the value in one sentence.** A newer Singapore figure, a working tool or a fixed link.
4. **Say who you are.** Name, role, business, website and a working email address.
5. **Let the editor choose the anchor.** A request for a keyword anchor fits Google's link spam example.
6. **Declare any payment.** State it and ask for rel="sponsored".
7. **Give an opt-out.** Explain how to stop further emails and respect the request.
8. **Follow up once.** One reminder after a week; silence after that is a no.

| Element | Weak version | Strong version | Why it works | Rule behind it |
| --- | --- | --- | --- | --- |
| Subject | "Re: quick question" | "A 2026 update for your guide to company incorporation costs" | Honest and specific | Gmail guidance on accurate subjects |
| Opening | "Love your content!" | "Your incorporation guide cites a 2021 fee table in its third section." | Shows you read the page | Relevance |
| Request | "Please link the phrase 'best accounting firm Singapore'" | "Our 2026 fee table is here if it helps your readers." | Leaves the decision to the editor | Google link spam policy |
| Sender | A first name and a free webmail address | Full name, role, business and work email | The reader knows who is writing | Spam Control Act contact requirement for bulk sends |
| Opt-out | None | "Reply 'stop' and I won't email again." | Puts the editor in control | Spam Control Act unsubscribe duty for bulk sends |

## Which Email Rules Apply to Outreach From Singapore?

**Outreach from Singapore answers to the mailbox provider's technical requirements on every email, and to the Spam Control Act once unsolicited commercial messages go out in bulk, which section 6 of the Act defines as more than 100 messages on the same or similar subject in 24 hours, more than 1,000 in 30 days or more than 10,000 in a year, counted together even when each goes out individually.** Gmail has required every sender to its personal accounts to use SPF or DKIM since 1 February 2024, and asks senders of more than 5,000 messages a day for SPF, DKIM, DMARC and a one-click unsubscribe.

| Requirement | Applies to | What it asks | Timing or threshold | Source |
| --- | --- | --- | --- | --- |
| Unsubscribe facility | Unsolicited commercial messages sent in bulk | An email address for unsubscribe requests, valid for at least 30 days, with a clear statement in English | No further messages after 10 business days | Spam Control Act, Second Schedule |
| Advertisement label | Unsolicited commercial messages sent in bulk | `<ADV>` with a space before the subject title | Every message | Spam Control Act, Second Schedule |
| Accurate headers and contact | Unsolicited commercial messages sent in bulk | A subject that is not misleading, true header information and a working email or phone contact | Every message | Spam Control Act, Second Schedule |
| Gmail, all senders | Mail to Gmail personal accounts | SPF or DKIM, valid reverse DNS, TLS | Spam rate below 0.3% | Gmail Help |
| Gmail, bulk senders | More than 5,000 messages a day to Gmail | SPF, DKIM, DMARC, aligned From domain, one-click unsubscribe | From 1 February 2024 | Gmail Help |

*Email rules for Singapore outreach, October 2026. General guidance, not legal advice.*

### Does one outreach email fall under the Spam Control Act?

**One individually written outreach email sits well below the Spam Control Act's bulk thresholds, so the Act's unsolicited-message duties start to bite only when a campaign sends more than 100 similar commercial emails in a day, 1,000 in 30 days or 10,000 in a year.** The PDPC also notes that business contact information sits outside the PDPA's data protection provisions and that email is not part of the Do Not Call framework. Aemorph's reading is that the honest identification and opt-out the Act asks of bulk senders belong in every outreach email anyway, because they are what editors expect. The [PDPA and Do Not Call guide](https://aemorph.com/en-sg/guides/pdpa-dnc-marketing/) covers the phone rules in full.

## How Do You Measure Outreach for a Singapore Site?

**Singapore outreach is measured at three levels: replies and links won, the referring domains and pages that gained links, and the rankings, traffic and AI visibility of those pages in Singapore search.** Aemorph tracks rankings, traffic and visibility and reports by topic cluster each month, because outreach exists to move those outcomes; Aemorph does not collect a client's revenue, and leads and sales follow from that visibility.

| Measure | Tool | What it tells you | How to read it | Frequency |
| --- | --- | --- | --- | --- |
| Replies | Email client or outreach log | Share of emails that drew an answer | Few replies mean weak fit or a weak asset | Per campaign |
| Live links | Outreach log, checked on the page | Links published per email sent | Confirms the yes turned into a link | Per campaign |
| Referring domains | Ahrefs, Singapore data | New sites linking to each page | Growth on the promoted pages | Monthly |
| Singapore rankings and clicks | Search Console and Ahrefs | Position and clicks for the linked page in Singapore | Change after links go live | Monthly |
| Spam complaints | Google Postmaster Tools | Share of mail Gmail users mark as spam | Keep under 0.1%, never reach 0.3% | Weekly during a campaign |

## How Do Links and Mentions Reach AI Answers in Singapore?

**Links reach AI answers by helping crawlers find and weigh your pages, and mentions reach them because the AI chats answering Singapore questions read the third-party pages that discuss your business.** Google says links help it discover pages and assess relevance, and its AI Overviews and AI Mode draw on that same index; Singapore is also one of the 12 countries where ads appear inside AI Overviews. ChatGPT, Claude and Perplexity send their own search crawlers: OpenAI's OAI-SearchBot, Anthropic's Claude-SearchBot and PerplexityBot. Aemorph's guide to [how search engines work](https://aemorph.com/en-sg/guides/how-search-engines-work/) explains how Google crawls, renders, indexes and ranks pages.

[GEO](https://aemorph.com/en-sg/glossary/#geo-generative-engine-optimisation), Generative Engine Optimisation, is Aemorph's focus: earning citations and mentions for your business inside ChatGPT, Claude, Gemini and Perplexity. Aemorph's view is that a line about your business on a trusted Singapore publication, linked or unlinked, carries your facts into the sources those chats consult, so outreach counts as GEO work as well as SEO work. The [GEO guide](https://aemorph.com/en-sg/guides/geo/) covers the chats and the [AEO guide](https://aemorph.com/en-sg/guides/aeo/) covers Google's answer surfaces.

| Signal | Google and Bing | AI chats | What outreach adds | Discipline |
| --- | --- | --- | --- | --- |
| Editorial link from a Singapore title | A relevance signal and a crawl path | A path for the chat's crawler to your page | A link from a relevant page | SEO and GEO |
| Mention with no link | Context about the business | Text about the business that the chat reads | Your name on a trusted page | GEO |
| Accurate facts on third-party pages | Consistent business details | Fewer conflicting statements for the model to repeat | Fixes to dated mentions | GEO |
| Sponsored link marked rel="sponsored" | Passes no ranking credit | Still readable text about the business | Declared reach on a relevant title | GEO |
| Link from a spam site | Ignored or treated as spam | Little value as a source | Risk without return | None |

## Which Outreach Advice No Longer Holds in Singapore?

**Several outreach tips still repeated, including tips in the earlier version of this guide, describe outreach as email marketing, declare cold email legal without qualification, or recommend bulk tools and contact scraping that run straight into the Spam Control Act.** Each one is checked below against Singapore's rules and Google's documentation.

| Earlier advice | What holds now | Source | Better approach | Status |
| --- | --- | --- | --- | --- |
| Email outreach is email marketing | Outreach is a single request to a publisher, not a subscriber campaign | Aemorph's service definitions | Treat outreach as part of link building | Corrected |
| Cold emailing is legal even when unsolicited | Unsolicited commercial email sent in bulk carries labelling and unsubscribe duties under the Spam Control Act | Singapore Statutes Online | Keep outreach individual and identify yourself | Corrected |
| Send through bulk email software | Bulk sends cross the Act's thresholds and Gmail's 5,000-a-day rules, and stop being personal | Singapore Statutes Online; Gmail Help | Write each email individually | Corrected |
| Find contacts with search operators and social profiles | The Act defines address-harvesting software; outreach uses published editorial contacts | Singapore Statutes Online | Use the address the publisher lists | Corrected |
| "Backlink gap analysis" finds your own pages without backlinks | A backlink gap lists sites linking to competitors but not to you | Ahrefs Link Intersect | Compare against two or more competitors | Corrected |
| Guest posting on other blogs builds links | Guest posts with optimised anchors are named link spam | Google Search Central | Write for the readers; leave anchors to the editor | Corrected |
| Use outreach to generate sales leads | Sales prospecting is a separate activity with its own rules | PDPC | Keep link outreach to publishers about their pages | Removed |

## Earn Singapore Links, Then the Citation

**Outreach that gives a Singapore publisher's readers a better resource, writes to one editor at a time, leaves anchor text to them, declares any payment and stays clear of bulk sending earns links that pass Google's policies and mentions that AI chats read.** Aemorph's [SEO](https://aemorph.com/en-sg/services/seo/) work includes link building as one part of the LLM Influencer System, and [GEO](https://aemorph.com/en-sg/services/geo/) carries the same facts into ChatGPT, Claude, Gemini and Perplexity. The [SEO checklist](https://aemorph.com/en-sg/guides/seo-checklist/) places outreach in its links stage. The result below comes from the same team and SEO discipline the entity-first method grew from:
